The Transmogrifier tonic that changes you into a candy corn golem is a one-use item. The effect lasts for 55 minutes. The pumpkin head (and any other headgear) is a permanent item, you wear it just like your armor head piece. The squash serum, which gives you a translucent pumpkin on your head, is a one use item and the effect only lasts for a few seconds.

You could only get those the last 2 years(not this year) in Lions arch, if you missed it you are out of luck.
